The Policy & Systems section highlights the policies, programs, and statewide priorities that shape access to high-quality out-of-school time and child care across New Hampshire. NHAN works alongside partners to support policy efforts that strengthen the workforce, improve program quality, and ensure children and families have access to safe, enriching learning environments.

CURRENT PRIORITIES WE SUPPORT​

NHAN collaborates with partners across early learning, afterschool, and workforce systems to support the following priorities:

NHAN’s role in policy work is to inform, align, and elevate the needs of out-of-school time programs and professionals. We participate in collaborative policy efforts, share data and field perspectives, and support policy approaches that strengthen systems serving children, youth, and families.​

Strengthening the Child Care & OST Workforce​

Establishing a dedicated fund and revenue source to raise compensation for the child care and out-of-school time workforce

Supporting the creation of a Governor’s Commission on the Workforce Behind the Workforce​
Monitoring CCDF & Public Investments

Monitoring Child Care and Development Fund (CCDF) spending, including how Education Freedom Accounts interact with child care and out-of-school time funding

Supporting transparency and sustainability in public investments that impact families and providers
Credentialing & Career Pathways

Strengthening credentialing systems, including CDA pathways and apprenticeship opportunities

Supporting professional development systems that build workforce stability and program quality across early learning and OST settings
Staff Wellness & Mental Health Supports

Advancing policies and initiatives that promote wellness and mental health supports for the early learning and OST workforce
